Selwyn was born in Manchester and brought up in the North West of England. He came to Wales in 1980 as a student at Cardiff University where he gained a degree in Law. He also has a Masters Degree in Business Administration (MBA) gained at Birmingham University's School of Public Policy. He has worked as a senior manager both in local government and in housing associations. He has also been a management consultant specialising in both property services and public sector efficiency improvement. For the last twelve years he has been in the private sector having created three business start-up companies and developed one growth company. He currently owns and manages a lettings, property management and estate agency business working across Carmarthenshire and Pembrokeshire. He has a long-standing interest and commitment to public sector reform and improvement, small business development and growth, and also environmental and animal welfare issues. He is a member of a number of organisations including two Business Chambers, the Federation of Small Business, the Henry Doubleday Research Association, the Soil Association, the Small Woods Association, the Border Collie Trust, and the Centre for Alternative Technology. He is an active Member of the Methodist Church and has been a Lay Preacher.
